Families who prefer Russian may live in different countries and hold more than one nationality. A useful first assessment starts with that full picture: citizenship, current residence, family composition and goals. The questions below help turn a broad interest in São Tomé citizenship into a focused conversation about your circumstances.

Why ask separately about nationality, residence and language?

List all current nationalities for each intended applicant and identify where each person lives. Then state your preferred communication language. These are different pieces of information. Choosing Russian on an enquiry form expresses a preference; communication arrangements should be confirmed before engagement, including the language of consultations, instructions and any translations.

Nationality and multiple-citizenship checks

The CIU’s First-Year Report, dated 1 September 2026, records 122 applications from Russian nationals, 50 from Iranian nationals and 10 from stateless applicants. These are historical application counts, not approval figures or a guarantee that a new application will be accepted.

A CIU memorandum dated 10 April 2026 placed new applications from people holding three or more foreign nationalities on hold. The consular update of 21 September 2026 describes two additional citizenships alongside São Tomé citizenship. Disclose every nationality, including any citizenship for which you do not currently use a passport, and have the authorised team confirm the current position before committing.

Article 17 of the programme regulation allows country exclusions by government resolution. A country’s appearance in past application statistics does not establish its current eligibility. Ask MFG Consultants to coordinate an individual assessment of all nationalities, residence and lawful source of funds, including confirmation of any current nationality restrictions. Russian as a preferred language does not determine these answers.

What should a family decide before applying?

Is your priority another nationality, a future relocation plan, or a particular family concern? Write down the destinations and decisions that matter to you. A citizenship assessment cannot answer every question about another country. Ask separately about the entry or residence arrangements relevant to your intended plans, rather than relying on a general passport benefits list.

What source-of-funds questions need assessment?

The official programme requires legitimate source-of-funds evidence and due diligence. Assemble a straightforward account of where the proposed funds originate and who will provide them. Ask which supporting records are required for your circumstances and whether a sponsor is involved. Eligibility and any applicable restrictions need individual review through the authorised channel.

What should be checked for adult dependents?

Prepare a household list with ages, relationships and relevant documents. A consular notice dated 21 September 2026 identifies a pause affecting naturalisation and passport issuance for adult children aged 18–30 and qualifying parents or grandparents aged 55 or over. Ask for current confirmation of each person’s position before relying on a shared completion date.

Does a São Tomé application include Portuguese residence?

If Portugal is your intended destination, clarify that at the first meeting. São Tomé citizenship and Portuguese residence are separate processes. AIMA’s CPLP guidance requires a specific prior consular visa and describes an in-person appointment, biometrics and documents. Establish the appropriate Portuguese process before tying housing, schooling or work plans to a citizenship application.

How are coordination and language arrangements confirmed?

MFG Consultants offers initial coordination from Portugal with authorised local representation in São Tomé. Formal programme applications proceed through the authorised team. Before engagement, ask who handles document preparation, formal submission and progress updates; which costs are confirmed; and what remains subject to assessment. Bring your questions in the language you prefer and confirm the practical communication arrangements.

A useful enquiry includes your nationalities, residence, family composition, main objective and preferred language. Avoid sending sensitive supporting documents until the appropriate submission arrangements have been agreed.
